Pitrapaksha Mela is being organized every year which starts from the day of "Anant Chaturdashi" of Bhadra Shuklapaksh. This Mela is very important from religious, mythological & historical point of view. A large numbers of Hindu pilgrims come to Gaya every year for offering “Pinda” to the departed souls of their ancestors and to avail of the guidance & other services of the local pandas during the 15 days long Pitrapaksh Mela.

In the view of the very large number of pilgrims visiting Gaya every year during the Pitrapaksha Mela, a great need was felt for the active participation of government officials for that Government proposed enacted the “Bihar and Orissa Places of Pilgrimage Act of 1920” for better management for lodging, sanitation, transportation, health and other facilities related to the pilgrims. Several provisions for the improvement of the pilgrimage and the accommodation of the pilgrims were made. Among the other things, the pilgrims were to be accommodated only in licensed houses, duly inspected, assessed, and authorized by the medical and executive officers. In this way, the district administration became party to the organization of the Pitripaksh Mela

The Lodging House Committee has been constituted under section 20(2) of the THE BIHAR AND ORISSA PLACES OF PILGRIMAGE ACT, 1920. This act is to make better provision for the sanitation of the places of pilgrimage and for regulation of houses where pilgrims are to be accommodated.

The Lodging House Committee, consisting of administrative officers and nominated members from the citizen, is formed to implement the provision of the Act, as well as to make other polices that might be needed.

In view of the acute problem of sanitation and cleaning in the Lodging House Area, the Lodging House Committee has resolved to realize sanitation service fee from the pilgrims in lieu of the services being rendered. It has been decided to levy a sum of Rs. 5 /- fees per passenger visiting the Lodging House Area.
